Permitted Worker Permits required at all times in Metropolitan Melbourne
The Victorian Government has announced that metropolitan Melbourne moved to Stage 4 restrictions from 6.00pm Sunday 2 August 2020, which will be in place for a minimum period of six weeks. Stage Four includes some important changes for couriers operating in Melbourne, which are detailed below.
The Government also announced that Regional Victoria will move to Stage 3 from 6.00pm Wednesday 5 August 2020. As restaurants can still operate for takeaway and delivery, there are no changes for couriers at this stage.
Above all, it is essential that all courier partners in Metropolitan Melbourne, Regional Victoria and continue to make contact-free collections and deliveries, continue to practice good hygiene and follow the Government mandate to wear a mask at all times outside of the home.

Stage 4 Restrictions in Metropolitan Melbourne - what’s changed for delivery?
Restaurants can remain open (unless in a food court) and can continue to offer delivery, even after the 8.00pm curfew
Couriers can continue to make deliveries for restaurants at all times however they are now required to carry a Permitted Worker Permit while on a Delivery Run
In line with this, Menulog will continue to operate Delivery Runs in all Zones. Any courier making deliveries is NOW required to complete and carry a Permitted Worker Permit.

Complete the Permitted Worker Scheme Template
Either sign this digitally or print and sign a copy
Take this Permit with you (either on your phone or hard copy), along with your photo identification on ALL deliveries
Significant fines have been announced for anyone that breaches the new Government requirements. As an independent contractor, you will be liable for any fines associated with operating without a permit. See here for more information on the Permitted Worker Scheme.

What is a Permitted Worker Permit?
The Victorian Government has released a template for all workers that fall into a permitted category that can continue to work amid the Stage 4 restrictions in metropolitan Melbourne. This ‘Permitted Worker Permit’ shows that you are a sole trader providing food delivery services to restaurants and are able to work, even during curfew hours, and can travel more than 5km from your home to work.
Who is responsible for providing a Permitted Worker Permit to me?
The Government has advised you must complete the Permitted Worker Scheme Template for yourself/ your business. As a sole trader, you will need to complete the permit as both the employer and employee.
How do I get a Permitted Workers Permit?
Visit the Victorian Government Justice and Community website and download the Permitted Worker Scheme Template. We encourage you to complete as much detail as possible regarding your scheduled Delivery Runs and times you expect to be out of the home. You can sign the template electronically or print a copy and sign this.
What do I do with the Permit once complete?
It is important for you to carry this permit with you any time you make a delivery for at least the next six weeks. It is also a requirement for you to have photo identification on you, in addition to your required commercial-grade thermal food bag. We strongly suggested that you keep your Permits up to date, with any changes or additional times you may be making deliveries on the Menulog network.

MENULOG NETWORK - COURIER CERTIFICATION
We have sent all active courier partners in Melbourne the below via email. This is confirmation from Menulog that you are an active courier on the Menulog network and are able to make deliveries for Menulog restaurant partners. Please note, this is NOT a permit, however may provide you with some additional material if you are stopped by law enforcement whilst on a Delivery Run.
“This email certifies that [YOUR NAME] is a registered courier on the Menulog network, conducting deliveries for restaurants in the Melbourne Metropolitan area.
Couriers operating on the Menulog network are independent contractors and arrange their own working time. Couriers have the opportunity to set a schedule for the week and can also pick up additional Delivery Runs throughout the week. In the Melbourne Metropolitan area the Menulog network operates from 8:00am till 2:00am depending on the suburb and day of week.
To conduct a food delivery on Menulog, a Menulog courier must be logged into the Menulog Courier App and be carrying a commercial grade thermal food bag to store food.
Couriers can contact the Menulog team at any time while on a Delivery Run through the chat function of the Menulog Courier App.
THIS CERTIFICATION IS NOT A SUBSTITUTE FOR A PERMITTED WORKERS PERMIT. As sole traders, couriers need to complete the permit as both the employer and employee.”
